Solar Panel Subsidies in Austria: The Last Lottery Has Started — Everything Changes in January

Solar Panel Subsidies in Austria: The Last Lottery Has Started — Everything Changes in January Austria’s last solar subsidy lottery drew 43,300 tickets in 10 minutes. What the new 2027 rules for solar panel subsidies in Austria mean for households. Topics: News, Economy.

On 8 October 2026, Austria kicked off the last lottery ever for solar panel and battery storage subsidies: within the first 10 minutes, the OeMAG portal issued 43,300 tickets, and the total pot was topped up to €38.5 million. This was the third and final funding call (Fördercall) of the year under the old regime — and the last one overall: from January 2027, the rules change completely. The government is stepping away from broad subsidies for the panels themselves and focusing on batteries (Speicher) and intelligent energy management. Under the new system, you will apply after installation with your final invoice — no more race against the clock. Here is what was raffled off, why the system is being rebuilt, and what to do if you missed this year’s subsidy.

The last subsidy lottery started on 8 October

The third and final 2026 funding call for photovoltaic systems and storage started on 8 October at 5 p.m. with a ticket draw (Ticketziehung) and runs until 22 October. According to the Austrian Ministry of Economy (BMWET), €38.5 million is available for this round — even though the applicable ordinance originally provided for just €8 million. The difference is not a new budget: it is leftover money (Restmittel) from earlier calls whose projects were never completed.

Austria has used this lottery-style system since 2021 under the EAG (Erneuerbaren-Ausbau-Gesetz — the Renewable Energy Expansion Act). Despite a slowdown in photovoltaic growth in 2024, demand for state money keeps breaking records.

How many tickets were drawn and until when applications stay open

Demand smashed every previous record. As pv magazine reports, citing OeMAG, roughly 43,300 tickets were drawn in the first 10 minutes — nearly double the summer round, which saw 24,900 in the same window. That summer call ended with about 28,000 applications competing for some 3,000 projects (ORF).

A ticket, however, is no guarantee of money: it only qualifies your application for review, and funds go to those who complete their paperwork in time. Applications for this final round close on 22 October 2026 — after that, the lottery is gone for good.

Why the funding race is being scrapped

State Secretary for Energy Elisabeth Zehetner named the reason for the reform outright: the system had turned into a race of seconds. The ministry’s release speaks of “organised actions” — paid trainings and online courses that teach people how to “win” the subsidy draw.

We are moving away from the race of seconds toward funding that households and businesses can plan with.

— Elisabeth Zehetner, State Secretary for Energy, Austrian Ministry of Economy, 8 October 2026

Industry association PV&B Austria confirms the picture: hard caps mean most applicants walk away empty-handed every round, and installers cannot give clients reliable forecasts. As pv magazine notes, association head Herbert Paierl welcomes the new focus on storage but wants concrete conditions published fast.

What changes for solar panel subsidies from January 2027

From January 2027, a new subsidy system for solar energy takes effect in Austria — a shift Die Presse highlighted even before the final draw. Four headline changes:

  • The lottery disappears. Instead of three one-off calls, applications stay open all year: you apply after installation with your final invoice (Schlussrechnung).
  • Storage moves to the centre. The classic investment grant for panels is replaced by a Speichersystembonus — a storage-system bonus, covering batteries for new systems as well as retrofits of existing panels.
  • Smart energy management becomes mandatory. An intelligent energy management system will be a funding requirement: the battery must charge and discharge when it benefits the grid.
  • A European accent. For new storage paired with new panels, the inverter (Wechselrichter) must be Made in Europe; a Made-in-Europe bonus stays available for retrofits.

Exact bonus amounts and technical criteria are still being finalised. The legal amendment needs a two-thirds majority in parliament, so opposition parties must come on board.

What to do if you missed this year’s subsidy

The ministry left a bridge for latecomers: systems with intelligent storage that are paid for or commissioned from 1 November 2026 will be able to apply under the new 2027 rules. November installations are not wasted — they roll over into the new system.

If you are only planning your installation, it pays to wait for the details of the new programme: PV&B is demanding that the ministry publish amounts and conditions — not just reform headlines — so installers can plan for 2027. Until then, collect quotes from several installers and postpone the bonus decision to year-end. Frequently Asked Questions

Can I still get a solar subsidy in Austria in 2026? Only in the current round: applications are open until 22 October 2026, and money follows tickets drawn on 8 October. There will be no more lottery rounds under the old system.

What happens with subsidies in 2027? From January 2027, a new system applies: year-round applications after installation, a storage bonus, and mandatory energy management. Parliament approves the amounts and technical criteria before the launch.

Should I install panels now or wait for 2027? If a system with intelligent storage is paid for or commissioned from 1 November 2026, you can file it under the new 2027 rules. Waiting just for the lottery makes no sense — the lottery is being abolished.

How to get ready for the new rules

Solar panel subsidies in Austria are entering a new phase: the lotteries stay in 2026, and from 2027 planning gets easier. Your checklist:

  • Installing panels this year — add a battery and commission the system before 1 November 2026.
  • Budget an energy management system into the package — without it, no subsidy from 2027.
  • Ask your installer about the inverter’s origin — new storage systems need a European one.
  • Watch for published bonus amounts — they decide the project’s economics.

Your next step: gather two or three installer quotes and compare them against the new programme’s criteria. And to catch the launch of the new subsidy system, subscribe to our newsletter — we will break down the conditions the moment they are published.
