The Austrian capital Vienna will remember 2025 as a turning point in the history of taxi services. From that year onward, all newly registered taxis must be electric vehicles. This initiative, part of the “Mobility Master Plan 2030,” opens a new chapter in the city’s decarbonization efforts. But despite ambitious plans, numerous obstacles remain on the path to implementation.

Today, only 2.6 percent of taxis in Vienna run on electricity. Out of 8,200 vehicles, just 220 are electric. The reasons for this slow transition go beyond financial difficulties. Although the government offers significant subsidies — up to 10,000 euros per electric vehicle — taxi companies still shy away from the high upfront costs. Moreover, the administrative requirements attached to subsidies only worsen the situation, creating additional hurdles for the switch to eco-friendly transport.

Against this background, hybrid vehicles still dominate, making up 75 percent of major taxi companies’ fleets. They offer drivers the flexibility that is vital in a business where time is critical. This highlights not only driver preferences but also the structural problems associated with abandoning traditional vehicles. Electric cars require regular charging, which is not always possible or convenient in a modern urban environment.

So despite the government’s clear efforts to electrify Vienna’s taxi fleet, the reality is more complex. The lack of adequate charging infrastructure makes the transition problematic for many small taxi operators. For now, electrification remains at the discussion stage. How the situation will develop remains to be seen, but one thing is clear: the challenge has already been thrown down to Vienna’s taxi industry.
